Referendum as an Institution of Direct Democracy
On February 23, 2026, a round table discussion entitled “Referendum as an Institution of Direct Democracy” was held in Almaty. The event was organized by the Faculty of Law and brought together scholars, members of Parliament, experts and students. The round table was moderated by Doctor of Law, Professor Guldana Amangeldiyevna Kuanalieva. The welcoming speech was delivered by the Dean of the Faculty of Law, Professor Ualikhan Akypbekovich Akhatov. In his remarks, he emphasized the importance of the referendum in the political system of the state and highlighted the need to improve mechanisms of direct public participation.
Saida Ergashevna Asanova, Yerbol Temirkhanovich Alimkulov, Kanat Muratovich Kozhabek, Bakytzhan Kalymbek, Galym Baygazievich Teleuev, Gulnur Koyshynovna Rasheva, Ainash Akimsalovna Yessekeeva, and Sabyrzhan Maliuly Zhapakov also delivered presentations, thoroughly discussing the legal foundations of referendums, constitutional modernization, and the strengthening of guarantees of human rights and freedoms.
At the conclusion of the event, the participants adopted recommendations aimed at further developing the institution of the referendum and emphasized its significant role in building a democratic state.
