MODERNIZATION OF THE ELECTORAL PROCESS

The international scientific and practical conference "Modernization of the electoral process in the Republic of Kazakhstan: practice, problems, development prospects" was held. This conference is devoted to the discussion of electoral legislation and modernization of the electoral process. The organizer of the conference is the Department of Theory of the History of State and Law, Constitutional and Administrative Law.
Opening the conference, Doctor of Law, Professor Kenzhaliev Z.Zh. noted the importance of elections for the development of a democratic society. Professor Nurpeisov E.K. revealed the stages of development of electoral legislation. The Chairman of the Election Commission of Almaty, Zh.B.Asanova, noted that today the entire system of elections is being rebuilt in connection with the transition to a mixed electoral system. The electability of akims of districts and cities of regional significance is being gradually introduced. Dean of the Faculty of Law, Doctor of Law, Professor Baideldinov D.L. noted the need for the interrelation of legal science and legal practice. That is why both scientists and practitioners take part in the conference. Doctor of Law, Professor Mukhamedzhanov E.B. proposed to revise some of the qualifications for the nomination of presidential candidates. Professor Duissenov drew attention to the change in the number of deputies of the Senate and the Majilis of the Parliament of the Republic of Kazakhstan. Professor Alimbekov M.T. referring to the formation of the corps of judges, proposed to introduce the election of judges. Thus, the independence of judges will be fully ensured.
Professor Baimakhanova D.M. emphasized the importance of the new norm regulating the procedure for recalling deputies in single-mandate territorial electoral districts.
Representatives of civil society took an active part in the discussion of the conference topic. This is a member of the Public Council of Almaty Kisikov B.S., a well-known public figure, entrepreneur Stambekov E.D. Foreign scientists took an active part in the conference. The speakers were Doctor of Law, Professor of Tashkent State Law University A.Z. Mukhamedzhanov. Doctor of Law, Professor of Karakalpak State University named after Berdakh E.D. Kutybaeva (Nukus). In the speech of Doctor of Law, Professor, Honored Worker of Education, Head. Department of Civil Law and Procedure of the B.N. Yeltsin KRSU (Bishkek) Niyazova A.N. revealed special measures in the electoral legislation to ensure inclusion in the Kyrgyz Republic.
Summing up the results of the conference, Doctor of Law, Professor Ibraeva A.S. stressed that the changes and additions that are being made to the election legislation are aimed at further activation of democratic processes.
