Artificial Intelligence Regulation: A European Approach for Central Asia

On November 15, 2023, at 11:00 a.m., the Department of Civil Law and Civil Procedure, Labor Law of Al-Farabi Kazakh National University organized and held a round table on the issues of legal regulation of artificial intelligence on the eve of the 90th anniversary of the University.  The speaker and the main speaker was Irina Filipova, Associate Professor of the N.I. Lobachevsky National Research University and Head of the Central Asian Research Center for Artificial Intelligence Regulation of the Samarkand State University named after Sh. Rashidova, the topic of the report "Artificial Intelligence regulation: a European approach for Central Asia".

In the era of rapid technological changes and the expansion of the use of artificial intelligence (AI), the issues of its ethical and legal regulation are becoming increasingly relevant. Each region of the world strives to adapt its approach to AI regulation to its own characteristics and needs. Artificial intelligence (AI) is becoming an increasingly important element of modern society, affecting the economy, education, healthcare, business and many other areas. In this regard, there is a need to develop effective methods of legal regulation to ensure the safe and fair use of this technology.  

The European Union is distinguished by its progressive approach to AI regulation, and its experience can be a valuable lesson for the countries of Central Asia. The European Union is actively developing and implementing strategies to regulate artificial intelligence, striving to ensure that this technology meets high standards of ethics and security.

 

 

Having reviewed the experience of AI regulation in Europe, where a number of legislative acts have already been adopted aimed at ensuring the safety and ethics of using AI. The speaker also discussed how these European approaches can be applied in the context of Central Asia. Given the unique socio-cultural and economic features of the region, is it possible to introduce such standards and what aspects should be adapted?  The participants stressed the importance of scientific cooperation between universities for the successful research of the relevant topic, but also to initiate a dialogue on the possible adaptation of European standards in Central Asia. This event reflects the university's desire to be at the center of scientific research aimed at the formation of effective legal mechanisms in the new era of technological progress. At the end of the round table, Dean of the Faculty of Law, D.L. Baideldinov and the head of the department Suleimenova S.Zh personally thanked the speaker for his speech and expressed hope for future fruitful cooperation between our universities.
