International Scientific and Practical Conference on Digital Transformation and Environmental Law
On September 26, 2025, within the framework of the Address of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev “Kazakhstan in the Era of Artificial Intelligence: Current Challenges and Their Solutions through Digital Transformation”, an international scientific and practical conference was held on the topic: “Modern Challenges and Prospects for the Development of Environmental Legislation in the Context of Digital Transformation.”
The event was organized by the Department of Customs, Financial and Environmental Law of Al-Farabi Kazakh National University. The conference was opened by the Deputy Chairman of the Board – First Vice-Rector of the university, Erkin Ermanovich Duissenov, who highlighted pressing issues in the development of digital transformation and environmental legislation in the country.
The conference was attended by domestic and foreign scholars, lawyers, experts, and practitioners. Among them:
Ualikhan Akypbekovich Akhatov – Dean of the Faculty of Law, Al-Farabi KazNU, Candidate of Legal Sciences, Professor;

During the conference, the presentation of the monograph “Digital Society and Law” prepared by the department took place. A memorandum of cooperation was also signed between the Institute of Parliamentarism under the Executive Office of the President of the Republic of Kazakhstan and the Faculty of Law of Al-Farabi KazNU.
The participants discussed the implementation of UN SDG-13, the adaptation of environmental legislation to modern challenges, and ensuring environmental security through legal regulation of artificial intelligence and digital technologies. Reports on international experience and modern approaches to legal regulation were presented, followed by discussions.
As a result of the conference, recommendations were made to improve environmental legislation and to develop effective legal mechanisms in the context of digital transformation.
