“Trends in the Development of Criminal Policy under Globalization.”
On October 29, 2025, the Faculty of Law of Al-Farabi Kazakh National University hosted the 16th Annual Baimurzin Readings on the topic “Trends in the Development of Criminal Policy under Globalization.”
The event was implemented in support of UN Sustainable Development Goal 16 – “Peace, Justice and Strong Institutions".
This international scientific and practical conference was held in both offline and online formats, bringing together leading scholars, representatives of law enforcement agencies, and foreign experts.
The main goal of the conference was to discuss the draft “Concept for Preventing Violence Against Children and Forming Zero Tolerance for Violence,” as well as to exchange experiences in improving criminal policy and protecting children’s rights.
The event was attended by U.A. Akhatov, Candidate of Legal Sciences, Professor, Dean of the Faculty of Law of Al-Farabi KazNU; R.E. Zhansarayeva, Candidate of Legal Sciences, Professor, Head of the Department of Criminal Law, Criminal Procedure and Criminalistics; as well as the faculty’s academic staff, leading researchers, representatives of law enforcement bodies, and international experts.
The following pressing issues were discussed during the conference:
- Modern trends in the development of Kazakhstan’s criminal policy;
- Victimological policy and violence prevention;
- Rehabilitation methods for children and adolescents who have suffered from violence;
- Legal and digital aspects of protecting children in the virtual environment.
Among the speakers was Ainur Kazbekkyzy Kussainova, PhD, Associate Professor of Narxoz University, who delivered a meaningful report titled “The Role of Artificial Intelligence in Preventing Violence Against Children,” analyzing legal aspects of violence prevention in the digital space.
G.M. Atakhanova, Candidate of Legal Sciences, Professor of Al-Farabi KazNU, presented a report titled “Studying Violence Against Children in the Digitalization Era.”
An Associate Professor of Al-Farabi KazNU delivered a report on “Legal Foundations for Crime Prevention,” discussing legal mechanisms of crime prevention.
Experts from various regions took part in the project and shared their professional opinions:
- Murat Zhukenuly Bigashev – lawyer, Municipal State Institution “Center for Social Assistance to Victims of Domestic Violence”;
- Körkem Bakhytkyzy Nurseitova – Director of the “Family Support Center” of Ili District, Almaty Region;
- Arna Urazakyzy Kadyrova – Deputy Director for Social Work, “Center for Social Assistance to Victims of Domestic Violence,” Konaev City;
- Elena Vladimirovna Konstantinova – Director of the “Family Support Center” of Karasai District, Almaty Region;
- Nusip Kasymzhanuly Kudaiberdiev – Director of the “Family Support Center” of Enbekshikazakh District, Almaty Region.
The conference was held within the framework of the research project funded by the Science Committee of the Ministry of Science and Higher Education of the Republic of Kazakhstan – BR21882414 “Program for Supporting and Rehabilitating Child Victims of Violence: Practical Implementation of a Network of Resource-Module Centers.”
The project is being implemented under the program-targeted funding of scientific and technical programs for 2023–2025.
