Implementation of the ideologeme “Law and Order” in the scientific and educational space

On November 12, 2025, at the Almaty Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M. Yesbulatov, Doctor of Law and Professor of Al-Farabi Kazakh National University Zh.Kegembayeva delivered a leadership lecture on the topic “The Contribution to the Harmonization of Legal Norms and Professional Ethics in Ensuring the Legality and Justice of Official Activity.” The event was held within the framework of the implementation of the “Law and Order” ideologeme.

The lecture was organized as part of the advanced training courses for heads of departments and divisions of the internal affairs bodies, with the active support of Doctor of Law, Professor, Police Colonel A.T. Baisseitova.

The main purpose of the lecture was to discuss issues of strengthening legal culture, improving professional ethics, and enhancing the efficiency of public administration in the context of the principles of the internal policy of the Republic of Kazakhstan. Particular attention was paid to the role of professional and ethical responsibility in ensuring legality, as well as to the unity of legal norms and moral principles as the foundation of the activities of public and law enforcement authorities.

At Al-Farabi Kazakh National University, a systematic plan of scientific and educational activities is being implemented, aimed at developing legal consciousness and strengthening the ideologeme of “Law and Order” in the context of building a Just Kazakhstan. The lecture held at the Almaty Academy of the Ministry of Internal Affairs became an integral part of this program, demonstrating the practical interconnection between academic scholarship, educational initiatives, and the objectives of modern public administration.

Such events not only strengthen professional cooperation between the country’s leading universities and law enforcement institutions but also contribute to fostering a culture of legality and responsibility as key values of the new generation of civil servants.

Main conclusion: the unity of law and professional ethics constitutes a solid foundation for the establishment of law and order in the country.
