“Public Safety and Legal Order: An Analytical Perspective on the Work of the Ministry of Internal Affairs”
On November 17, 2025, members of the “El Tutka” Debate Club and the club’s leader, Tlepbergenov Orynbasar, conducted a research visit and thoroughly explored the history of the establishment and the current activities of the Ministry of Internal Affairs of the Republic of Kazakhstan (MIA). The purpose of the event was to enhance students’ understanding of the structure, functions, and societal role of law enforcement agencies, as well as to broaden the professional outlook of future legal specialists.
During the research, special attention was given to the historical development of the MIA, its legal foundations, and the modern directions of reform aligned with contemporary requirements. The students studied in detail the Ministry’s responsibilities in combating crime, maintaining public order, and ensuring the safety of citizens. Analytical conclusions were made regarding the effectiveness of law enforcement in crime prevention and response.
The initiatives of the Minister of Internal Affairs of the Republic of Kazakhstan, Yerzhan Saparbekuly Sadenov, who has held this position since September 2, 2023, were highlighted. Participants discussed the reforms launched under his leadership, particularly those implemented as part of the “Year of Prevention.” Key points included preventing legal violations, increasing public legal awareness, and strengthening transparency within the police service.
This study activity provided students with a deeper understanding of the importance of the Ministry’s work, allowed them to familiarize themselves with state policy in the law enforcement sector, and strengthened their professional perspective. Members of the “El Tutka” Debate Club emphasized the significant role of the Ministry of Internal Affairs in reinforcing legal order, preventing crime, and ensuring public safety.
