The New Constitution – Priority to Education and Science!

4 february, 2026

Education, science, culture, and innovation have been identified as the core ideas of the new text of our Constitution. This is a fundamental turning point, showing that the future of the state is determined not by mineral resources, but by human capital and the achievements of its citizens.

The Republic of Kazakhstan recognizes the development of human capital, education, science, and innovation as a strategic direction of state activity.

  • For students, this means quality education and equal opportunities.

  • For scientists, it means appreciation of labor and support.

  • For society, it is a path of justice and progress.

Furthermore, the new Constitution provides for the establishment of the Office of the Vice President. This institution will interact with socio-political, scientific, and cultural-educational organizations in Kazakhstan and abroad. This will provide a new impetus for the development of the country's science and culture at the international level.

These constitutional reforms align with:

  • SDG 4 (Quality Education): Elevating education to a strategic state priority.

  • SDG 9 (Industry, Innovation, and Infrastructure): Fostering innovation and supporting scientific research.

  • SDG 17 (Partnerships for the Goals): Enhancing international scientific and cultural cooperation through the Vice-Presidential institute.
