KazNU discussed the development of the judicial system of the Republic of Kazakhstan

An international scientific-practical conference dedicated to the 90th anniversary of the Al-Farabi Kazakh National University and the 70th anniversary of Doctor of Law, Professor Musabek Alimbekov on the theme "Judicial system as a basis for sustainable development of Kazakh society" was held in Al-Farabi Kazakh National University.

The purpose of the conference is to discuss the problems of modern judicial system in the conditions of sustainable development of Kazakhstan society.

The conference was attended by: judges of the Supreme Court of the Republic of Kazakhstan, Chairman of the Board - Rector of Al-Farabi KazNU Zhanseit Tүimebaev, Chairman of the Board of Directors of Al-Farabi KazNU Kairat Mami, Chairman of the Union of Judges of the RK Saken Abdollah, Head of the Department of Judicial Administration of the RK for the city of Almaty Yerzhan Kozhakhmetov, public and political figure Zagipa Baliyeva, honored figures of the Republic of Kazakhstan Altynbek Korazbayev and Tungyshbai Zhamankulov, leading scientists of Kazakhstan, representatives of state bodies of the Republic of Kazakhstan, civil society, mass media, teachers, doctoral students, masters and students. The initiators of the event were Al-Farabi KazNU and the Union of Judges of the Republic of Kazakhstan. 

The meeting was opened by Mr. Kairat Mami, Chairman of the Board of Directors of KazNU, Chairman of the KazNU Alumni Association, who spoke about the professional path and achievements in the judiciary Musabek Alimbekov.

Rector of the university Zhanseit Tuimebaev made a welcoming speech to the participants and guests. Congratulating everyone on the 90th anniversary of KazNU, he emphasized that all the achievements of the university are associated with the hard work of teachers and professors, who for many years have worked and continue to work for the benefit of alma mater and the country. A huge contribution to the development of KazNU and the judicial system made a doctor of law, professor, holder of the Order of "Parasat", badge "Altyn Barys", honorary badge of the Union of Judges "Yish Bi" Musabek Alimbekov, who turned 70 years old.

"Musabek Turgunbekovich is a graduate of our university. He held responsible positions in the judicial system of our state, passed a worthy path from an ordinary judge to the chairman of South Kazakhstan, Zhambyl, Karaganda regional courts, Almaty City Court, chairman of the Supreme Court Collegium, chairman of the Supreme Court of the Republic of Kazakhstan. In addition, holding the position of Chairman of the Court of the Eurasian Economic Community, he honorably represented the interests of Kazakhstan in the world community. Musabek Turgunbekovich prepared and published a number of fundamental scientific works on the problems of judicial proceedings, the importance of the judicial system in ensuring the rights of citizens and protecting the interests of the state. He incorporated his theoretical research into the practice of modern courts, having proved himself as a bright and talented organizer of the judicial system. Today, Professor Musabek Turgunbekovich is a lecturer at the Faculty of Law, passing on his knowledge and experience to the new generation of lawyers," the head of the university said.

During the conference the deputy of Mazhilis of the Parliament of RK Unzila Shapakovna made a speech and congratulated the jubilee on his birthday.

"We know Musabek Turgynbekovich as a respected judge, an experienced specialist with extensive experience in the judicial system. You have trained many qualified specialists. Today your students are working tirelessly in various positions in the legal field of the country. I wish you success in your future work and good health," the MP said.

Musabek Alimbekov was one of the first to formulate a proposal on the need for specialization of judges and courts. The reform of the judicial system began at his suggestion. He strengthened the institute of assistant judges, optimized court proceedings. It was Musabek Turgynbekovich who equipped the first courtroom with audio-video recording with the support of the German GTS Foundation. And he spread this experience throughout the country.

As noted by the conference participants, Musabek Turgynbekovich's idea to create a body "analytical group" that analyzes the activity of judges on subject and territorial control in the context of the country, region, city, district is really interesting. Subsequently, it allowed him to form the Unified State Archive of Judges and the Unified Center for Monitoring of Judicial Acts of the Republic of Kazakhstan.

During the conference the participants noted M. Alimbekov's contribution to the development of the judicial system of the Republic of Kazakhstan and his scientific works.  Musabek Alimbekov is the author of the fundamental monograph "Judicial law-making and application of civil law norms in the mechanism of law enforcement" (2010) and "Eurasian integration in the system of world globalization: topical political and legal aspects" (2015).

The participants of the conference considered and discussed the following issues: the role of courts in ensuring human rights, the practice of ensuring basic human rights: to life, liberty and security, ways to form sustainable development of Kazakhstan's society.
