Diplomatic activity of Askar Shokybayev started when he was a student. While studying at the Faculty of Oriental Studies of KazNU named after Askar Al-Farabi, he went to Egypt for a language experience and completed an internship at the State Protocol Department of the Ministry of Foreign Affairs of Kazakhstan. "It was at that time that I fell ill with the dream of becoming an employee of the foreign policy department of my country and realized it in 1997, a year after graduating from the university," the diplomat noted in his interview.

Askar began his career in the Department of State Protocol, then worked in the Near, Middle East and Africa Department of the Ministry of Foreign Affairs of Kazakhstan, in the embassy in Egypt, and after returning from a business trip abroad, he was appointed the head of the Middle East Department of the Ministry of Foreign Affairs. After that, he worked in the Foreign Policy Center of the Administration of the President of the Republic of Kazakhstan, leading the issues of relations between our country and the Arab world.

From 2008 to 2012, he served as the consul general in Istanbul for four years. A. Shokybaev calls the period of work in Turkey one of the most unforgettable periods in his work biography in terms of gaining experience in diplomatic service. During these years, a number of important official and cultural events were held with the participation of the General Consulate. On a regular basis, consular assistance was provided to citizens of Kazakhstan located not only in Istanbul, but also in other regions of Turkey that are part of the consular district of the General Consulate.

In February 2012, A.J.Shokybaev was appointed Consul General of the Republic of Kazakhstan in Dubai and the Northern Emirates (all emirates except Abu Dhabi). "The first task for any consular institution is to protect the rights and interests of citizens of their country abroad. And for us it is an absolute priority. We are ready to provide the necessary assistance to our compatriots at any time, of course, within the limits of our competence and in accordance with the legislation of our countries. In my opinion, an equally important area of activity is to actively inform the residents of Dubai and the consular district about the achievements of our country, its economy, culture, investment, tourism potential and its role in the international arena. Shokybayev was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the State of Qatar.

Taking into account the growing role of the Persian Gulf countries, in particular the state of Qatar, in the Middle East region and the world as a whole, their significant economic potential, including investment opportunities, it is important for Kazakhstan to maintain long-term partnership with these countries. In this regard, since 2014, under the leadership of A. Shokybayev, the Embassy of Kazakhstan in Doha has been carrying out extensive work in the direction of deepening political relations and investment cooperation. To date, regular visits have been made between the leaders and representatives of the state bodies, national companies and private sector of the two countries, and as a result, important projects in the political and investment spheres have been implemented.

The Qatari side supports all international initiatives of Kazakhstan on a permanent basis, allocated a grant for the construction of a high school in Astana, invested in the construction of the St. Regis hotel in Astana, and negotiations on the allocation are being completed. Qatar Development Fund allocated funds to build a maternity hospital in Almaty region. At the same time, the world-famous Qatar Investment Fund is preparing an Agreement on the allocation of large funds to the infrastructure fund of Kazakhstan. A number of large investment projects in Kazakhstan are also under the consideration of Qatari investors.
