In KazNU discussed topical issues of the judicial system

The Al-Farabi Kazakh National University hosted an international scientific-practical conference on "Constitutional Principles of Administration of Justice".

The event was attended by Valery Kalinkovich, First Deputy Chairman of the Supreme Court of the Republic of Belarus; Emil Oskonbaev, Chairman of the Constitutional Court of the Kyrgyz Republic; Bakhyt Nurmukhanov, Deputy Chairman of the Constitutional Court of the Republic of Kazakhstan; Mark Beer, member of the International Council of the Supreme Court of the Republic of Kazakhstan; Kamran Shafiyev, Judge of the Constitutional Court of the Republic of Azerbaijan; Nurserik Sharipov, Chairman of the Judicial Collegium for Civil Cases of the Supreme Court of the Republic of Kazakhstan; Nurserik Sharipov, Deputy Prosecutor General of the Republic of Kazakstan; and others.

At the conference, the Deputy Chairman of the Constitutional Court of the RK Bakhyt Nurmukhanov read out a congratulatory letter from the Head of State Kasym-Jomart Tokayev. It said: "Kairat Mami for many years of his activity has made a great contribution to ensuring compliance with the rule of law of the state and protection of the rights of citizens. You have made every effort to implement reforms in the judicial system. Many of your scientific works devoted to the protection of our Motherland and humanization of society have been highly appreciated. I would like to wish you to continue to actively participate in public and political affairs and continue to win the respect of the people," the statement reads.

In his speech, Rector of KazNU Zhanseit Tuimebayev noted that Kairat Mami is a state and public figure, taking his place in the judicial, law enforcement sphere of independent Kazakhstan.

"Kairat Abdrazakovich is a graduate of KazNU in 1981. Since then he has successfully worked and became a reformer of the domestic judicial system. Under the leadership of Kairat Mami prepared the constitutional law of the Republic of Kazakhstan "On the judicial system and the status of judges of the Republic of Kazakhstan", adopted laws "On the Supreme Judicial Council of the Republic of Kazakhstan", "On enforcement proceedings and the status of bailiffs". Laws have been drafted on courts of arbitration, on the procurator's office and on the law enforcement service. Regulatory decrees and strategies for the formation of the judicial system have been approved. Kairat Mami opened the way to material self-sufficiency of the judicial sphere of Kazakhstan. He created conditions for free work of judicial system employees, gaining them a great professional experience. Fundamental research and new methods of Kairat Abdrazakovich are introduced in the practice of modern courts," - said the rector.

In turn, Nurserik Sharipov read out a congratulatory letter from the Chairman of the Supreme Court of Kazakhstan Aslambek Mergaliev.

"Kairat Abdrazakovich made a significant contribution to the formation, development of the domestic judicial system. He was the first to introduce electronic digital system in justice. Kairat Mami held responsible leadership positions. His outstanding contribution to the development of the country was recognized, as a result he was awarded state orders and medals.  He was also awarded the title "Honorary Judge"," the congratulatory letter reads.

First Deputy Chairman of the Supreme Court of the Republic of Belarus Valery Kalinkovich spoke at the event, emphasizing Kairat Abdrazakovich's contribution to the development of cooperation of the CIS countries in the field of justice.

"Cooperation between Kazakhstan and Belarus is expanding day by day. Among other things, the relations between the two countries in the judicial sphere can be highly appreciated. Ties between the specialists of this industry and such large-scale events will allow to scale up the partnership of the parties," said Valery Kalinkovich.

Also during the event, such prominent figures as Emil Oskonbayev, Kamran Shafiyev, Bakhyt Nurmukhanov, Nurserik Sharipov, Galymzhan Koigeldiyev, Mark Beer, Balaiym Kesebaeva, Berik Imashev and others made speeches.

The participants of the conference discussed the issues of ensuring the supremacy of the Constitution of the Republic of Kazakhstan and modernization of the judicial system. New legal initiatives of the Head of State aimed at protecting human rights were considered. They also analyzed the work on the constitutional reform, implementation of the principle of justice.

The plenary session continued with sessions, where questions on various topics were considered.
