KazNU staff and students heard the message of the President of the Republic of Kazakhstan

Today the Head of State Kasym-Jomart Tokayev delivered a message to the people of Kazakhstan at a joint session of the Chambers of Parliament. Staff and students of Al-Farabi Kazakh National University heard the President's message ‘Fair Kazakhstan: law and order, economic growth, social optimism.

In KazNU the direct connection was organised at once in 15 points of the campus. The President's message was devoted to the prospects of political and socio-economic development of Kazakhstan for the coming period.

Opening the joint meeting of the Chambers of Parliament, Kasym-Jomart Tokayev congratulated everyone on the opening of the regular session and wished success in the activities ‘for the good of the country!’

‘A lot of work was carried out during the past session. 102 laws were adopted, including laws on public control, combating human trafficking, science and technology policy, heat energy and others. A great deal of attention was paid to social issues, especially the protection of children. A law has been adopted providing for payments to children from the National Fund. Administrative liability has been introduced for involving minors in gambling. Penalties for any form of violence against minors had been increased. A law has come into force on ensuring the safety of children, preventing and suppressing crimes against women and children,’ the President said.

The head of state named specific areas of work to be done and instructed to eliminate imbalances between monetary and fiscal policy. ‘We have to state that lending to the real sector is still not at the proper level. The issue of sufficient funding for small and medium-sized businesses has not been resolved either. This negatively affects business activity in the country, sustainability and progressive growth of the economy. Therefore, the Government and the National Bank will have to jointly develop an optimal solution to this problem. It is necessary to stimulate banks to invest more funds in the economy’.

According to the President, banks should be encouraged to invest more in the economy. ‘International experts regard Kazakh banks as one of the most profitable among resource-rich countries. Therefore, it is also about fair taxation of this sector. Taxes paid by banks should be commensurate with the dividends of their shareholders. This approach looks particularly logical against the background of state aid provided to banks,’ Kasym-Jomart Tokayev said.

During his speech, the head of state announced the exact date of the referendum on the construction of the nuclear power plant.

‘Given the growing global energy deficit, we are in dire need of reliable and environmentally friendly energy sources. Therefore, in my opinion, it is necessary to pay the closest attention to the development of nuclear energy. This type of generation can largely meet the rapidly growing needs of our economy. At present, there are about 200 nuclear power plants in operation in 30 developed and developing countries. We must think about the future, taking into account long-term national interests and the specifics of our country. That is why I have always insisted on the need to make a thoughtful decision on the issue of NPP construction, to widely discuss plans of strategic nature in the society,’ the head of state said.

Kasym-Jomart Tokayev also spoke about the need to develop industry and the automobile industry.

According to the President, systematic efforts should be made to fully develop the country's industrial potential. The government has drawn up a list of 17 major projects. Priority is given to the development of high value-added products. It is important to maximise the use of domestic raw materials and components, to set up allied industries around the giants.

The management, deans of faculties, heads of departments, teachers and students listened to the address with great attention and interest. After the President's speech, the teaching staff shared their thoughts and opinions.

‘We have listened to the annual message of our President Kasym-Jomart Tokayev. Today's message is of great importance for the further development of our economy. Such issues as development of regions, energy industry, automotive industry, as well as socio-economic development were touched upon. The head of state said that it is necessary to keep order in the tax and banking spheres.  We listened to the message with pleasure and will take into account the main goals and objectives outlined by the Head of State,’ said Madina Beisenova, Associate Professor of Business Technology Department.

The staff supported the goals and priorities outlined in the message, fully agreeing with the ideas proposed by the Head of State.
