The Al-Farabi Kazakh National University hosted the international scientific and practical conference "Modern Challenges and prospects of Customs Administration in the context of digital transformation", dedicated to the 70th anniversary of the Doctor of Law, Professor Sailaubek Alibekov.
The event, dedicated to the 90th anniversary of Al-Farabi Kazakh National University, was organized by the Department of Customs, Financial and Environmental Law of the Faculty of Law as part of the implementation of the message of the Head of State K.K.Tokayev to the people of Kazakhstan "Fair Kazakhstan: law and order, economic growth, public optimism".
The purpose of the conference is to address topical issues of ensuring security and the activities of customs authorities in the face of new challenges, discuss areas and prospects for development, as well as discuss the most important conceptual issues of customs administration in the context of transition to sustainable development.
The event was attended by leading scientists from Kazakhstan and foreign countries, representatives of government agencies of the Republic of Kazakhstan, international and national experts, representatives of civil society, human rights organizations, teachers and university students.
The event was opened by Acting Deputy Chairman of the Board, First Vice–rector of Al-Farabi Kazakh National University Yerkin Duissenov. Congratulating Dr. Sailaubek Alibekov on the anniversary on behalf of the university staff, he noted the achievements of the hero of the day in the field of science, pedagogy and social activities.
Sailaubek Alibekov stood at the origins of personnel training for the customs service of independent Kazakhstan, made a significant contribution to the advisory councils of the customs of Almaty and the Republic of Kazakhstan, which contributed to the improvement of the customs administration system. Participated in the development of the Customs Codes of Kazakhstan as part of the working group, which became a key milestone in the development of the industry. His research interests are reflected in more than 250 publications on topical issues of customs law.
"You have educated a whole galaxy of highly qualified specialists, and you continue to lead the scientific research of undergraduates and doctoral students, thereby laying a solid foundation for the future of legal science",- the first Vice–rector emphasized.
The following speakers also made presentations at the event: Chairman of the Human Rights Commission under the President of the Republic of Kazakhstan, Doctor of Law, Professor Igor Rogov, President of Kunayev University, Doctor of Law, Professor Omirali Zhalairi, Professor of the Department of Theory and History of State and Law, Constitutional Administrative Law of Al-Farabi Kazakh National University, Doctor of Law Musabek Alimbekov and others.
The presentation of the book by Professor Sailaubek Alibekov also took place at the event.
The conference continued in the framework of breakout sessions on the following areas: the impact of digital transformation on customs administration processes, current issues of customs authorities development in the face of new challenges and threats, current issues of ensuring economic and national security in modern conditions, foreign experience in using digital technologies in customs, etc. An electronic collection of materials will be published based on the conference materials.
