Born on May 8, 1990, in the city of Zaisan, Zaisan District, East Kazakhstan Region.

From 2007 to 2011, he studied at the Faculty of Oriental Studies of Al-Farabi Kazakh National University, majoring in "Oriental Studies" (Chinese studies) and graduated with honors.

In 2009–2010, he completed an internship at Lanzhou University (Lanzhou, PRC) and Xinjiang University (Ürümqi, PRC) as part of the student exchange program between the Ministries of Education and Science of the two countries, as well as under the "Great Silk Road" program.

From 2011 to 2013, he completed a master's degree in "Oriental Studies" at the Department of Oriental Studies of L.N. Gumilyov Eurasian National University.

From 2013 to 2016, he worked at the Astana City Branch of the Nur Otan Party in the Administrative, Organizational-Party, and Socio-Political Work Departments.

From 2017 to 2020, he studied for a doctorate at the Department of Chinese Studies at Al-Farabi Kazakh National University under the educational program "6D020900 – Oriental Studies." Based on the order of the Chairman of the Board – Rector of Al-Farabi Kazakh National University No. 275-b/a dated January 15, 2024, he was awarded the degree of Doctor of Philosophy (PhD) in the "6D020900 – Oriental Studies" program. His dissertation topic was "The Transformation of China’s Foreign Policy Strategy and Kazakhstan-China Cooperation within the 'Belt and Road' Initiative."

From 2017 to 2020, he worked as an expert at the analytical review portal "strategy2050.kz," which is part of the "Kazinform" International News Agency.

From 2018 to 2022, he conducted research in the field of modern China at the research center of Nazarbayev University.

From June 2022 to February 2025, he worked as an analyst-manager, head of department, and Deputy Chairman of the Board at the "Kazakhstan Institute of Public Development" JSC under the Ministry of Culture and Information of the Republic of Kazakhstan. He oversaw the work of centers engaged in social research, family and gender policy studies, and the study of public processes.

Since September 13, 2024, he has held the position of Acting Professor at the National School of Public Policy at the Academy of Public Administration under the President of the Republic of Kazakhstan.

In February 2025, by order of the Minister of Culture and Information of Kazakhstan, A. Balaeva, he was appointed Director of the "Zhasstar" Research Center.

He is a member of the Presidential Youth Personnel Reserve (since 2021), a member of the Young Experts Club under the Senate of Kazakhstan, and co-chairman of the Young Scholars Club of the Assembly of People of Kazakhstan. He is the author of more than 20 scientific articles published in domestic and international journals.
