**Scientific and Practical Conference** **“Problems and Prospects for the Development of the Judicial System and Law Enforcement Activities: Scientific and Applied Aspects”**

On October 3, 2025, the Faculty of Law of Al-Farabi Kazakh National University hosted a scientific and practical conference titled “Problems and Prospects for the Development of the Judicial System and Law Enforcement Activities: Scientific and Applied Aspects.” The event was dedicated to the opening of a named auditorium in honor of Professor Kalausha Adilkhanovich Begaliev — an outstanding legal scholar, Doctor of Law, Professor, and State Counselor of Justice, 3rd Class.

The conference was organized by the Department of Criminal Law, Criminal Procedure and Criminalistics of the Faculty of Law at Al-Farabi Kazakh National University.
The event brought together representatives of the judiciary and law enforcement agencies, scholars, practitioners, lawyers, faculty members of leading universities of Kazakhstan, and young researchers.

Welcoming addresses were delivered by:

• Erkin Ermanovich Duissenov – Deputy Chairman of the Management Board – First Vice-Rector of Al-Farabi Kazakh National University, Doctor of Law, Professor;

• Igor Ivanovich Rogov – Honorary President of the Kazakhstan Criminological Association, Doctor of Law, Professor;

• Ömirali Shakarapuly Zhalairi – Member of the Legal Policy Council under the President of the Republic of Kazakhstan, President of the Kazakhstan Criminological Association, Doctor of Law, Professor;

• Berik Mazhitovich Imashev – Director of the Eurasian Institute of Economic and Legal Research, NARXOZ University, Candidate of Legal Sciences;

• Bektas Abdykhanovich Beknazarov – Former Deputy Chair of the Senate of the Parliament of the Republic of Kazakhstan, former Chair of the Supreme Court, and former Chair of the Supreme Judicial Council under the President of Kazakhstan, Candidate of Legal Sciences;

• Ergali Serikbaevich Merzadinov – Rector of the “AML Academy” Financial Monitoring Academy, Candidate of Legal Sciences;

• Mukhtar Adilbekuly Tolegen – Rector of Sarsen Amanzholov East Kazakhstan University, PhD, Associate Professor;

• Yermek Abiltaevich Buribaev – Chair of the Management Board – Rector of Zhetysu University named after I. Zhansugurov, Doctor of Law, Professor;

• Meiram Mukhametrakhimovich Begentaev – Rector of Satbayev University, Doctor of Economics, Associate Professor.

During the conference, distinguished scholars and practitioners who made significant contributions to the development of national criminology were awarded the 25th Anniversary Medal of the Kazakhstan Criminological Association — “Қазақстан Криминологиялық Қауымдастығына – 25 жыл.”

The conference featured scholarly reports addressing topical issues of justice, judicial reform, and the digitalization of legal practice.

• Gulzhan Amanbaevna Karakulova – Honored Lawyer of the Republic of Kazakhstan, veteran of the Prosecutor’s Office, Senior Counselor of Justice (“Life in the Name of Service to the People”);

• Assel Bostanovna Sharipova – Candidate of Legal Sciences, Associate Professor of the Department of Criminal Law, Criminal Procedure and Criminalistics, Al-Farabi KazNU (“Scientific and Pedagogical Legacy of Professor K.A. Begaliev, Doctor of Law”);

• Gaukhar Rustembekovna Rustemova – Doctor of Law, Professor, Honored Worker of the Ministry of Internal Affairs of the Republic of Kazakhstan (“Legal Risks of Digitalizing the Healthcare Sector in the Republic of Kazakhstan”);

• Sarkytbek Sarsembayuly Moldabay – Doctor of Law, Professor (“The Right to Sustainable Development as a New Vector for Improving the Judicial System and Law Enforcement Activities”);

• Kairat Adilkhanovich Bekov – Candidate of Legal Sciences, Associate Professor, Graduate School of Law, Turan University (“The Problem of Comprehensive Legal Regulation of Water Relations”);

• Akerke Zheniskyzy Zhakysh – Senior Lecturer, Department of Criminal Law, Criminal Procedure and Criminalistics, Al-Farabi KazNU (“Specifics of Preventing Domestic Violence Against Minors”);

• Ernar Nurlanovich Begaliev – Member of the Supreme Judicial Council of the Republic of Kazakhstan, Doctor of Law, Professor (“Tactical Features of Conducting Interrogations Using the Gesell One-Way Mirror”).

A documentary film dedicated to the life and scientific legacy of Professor Kalausha Adilkhanovich Begaliev was also presented to the participants.

Prominent scholars, as well as representatives of the prosecution service, the bar, and the judiciary — including M. Abirov, G. Alibaeva, T. Akimzhanov, U. Akhatov, I. Borchashvili, R. Zhansaraeva, Zh. Dilbarkhanova, A. Yestaev, S. Imanbaev, E. Kainar, T. Kaudyrov, V. Malinovsky, A. Musabekov, S. Rakhimzhanova, A. Sabitova, A. Temirbekov, D. Tleubaev, N. Turetsky, and others — took part in the discussions.

The conference became a significant event in the academic and professional life of Kazakhstan’s legal community, reaffirming the continuity of generations, the contribution of national scholars to the development of domestic law, and the respect for the memory of distinguished figures in legal science.
