Batyrkhan KURMANSEIT - Diplomat, Orientalist, Japan researcher, PhD in International Relations. Honorary Professor of the Eurasian National University named after L.N.Gumilyov.
Visiting Professor at Tokyo University of Foreign Studies.
Author of many articles in the field of international relations.
Author of the book “Мен көрген Жапония”.
Speaks Kazakh, Russian, English and Japanese.
Diplomatic rank: Minister-Counsellor Extraordinary and Plenipotentiary II class.

Education:
- Graduated from the Japanese language department of the Faculty of Oriental Studies of the Al-Farabi Kazakh National University (KazNU) (2001).
- ⁠Graduated from the Faculty of Law of the Central Asian University (2006).
- Under the program of the Ministry of Education and Science of Japan, he completed an internship at Kyoto University in Japan (2000).
- ⁠Studied postgraduate studies at the Faculty of History at Al-Farabi Kazakh National University (KazNU) (2001-2004).
- ⁠In 2011, became a Guest Researcher in the field of international relations at the Kokushikan University, Japan, and in 2016 received a Doctor of Philosophy (PhD) degree. Wrote his dissertation in Japanese (2011-2016).

Work Experience:
* In 2002-2008, Director of NIKA SERVICE-1 LLP.
* ⁠In 2008 – Second Secretary of the Department of Asia and Africa of the Ministry of Foreign Affairs of the Republic of Kazakhstan.
* ⁠From 2008 to 2014, he worked in several positions at the Embassy of Kazakhstan in Japan:
* ⁠Second Secretary in 2008-2009;
* ⁠First Secretary in 2009-2011;
* Counsellor in 2011-2013;
* ⁠In 2013-2014. Minister-Counsellor (Deputy Head of Mission).
* ⁠In 2014, Inspector of the Foreign Policy Center of the Administration of the President of the Republic of Kazakhstan.
* Since the fall of 2014, worked at the Foreign Trade Chamber of the National Chamber of Entrepreneurs “Atameken” and was the Chairman of the Kazakh-Japanese Economic Cooperation Committee.
* ⁠In 2015-2017 – General Director of New & Rare Resources LLP.
* ⁠In 2017-2019, Head of the Department of entrepreneurship, industrial-innovative development and tourism of the South Kazakhstan region (adviser to the Akim of the Turkestan region).
* ⁠In 2019-2021, Ambassador at Large for the Ministry of Foreign Affairs of the Republic of Kazakhstan.
* ⁠In the summer of 2021, was reassigned to the position of Minister-Counselor (Deputy Head of Mission) of the Embassy of the Republic of Kazakhstan in Japan.

Social work:
* Honorary Chairman of the Society of Japanese Studies of Kazakhstan.
* ⁠Chairman of the Association of Alumni of the Faculty of Oriental Studies of KazNU named after Al-Farabi.
* ⁠International columnist of the Republican newspaper "Egemen Qazaqstan".

Achievements in Japanese:
* Winner of the Speech Contest in Japanese among students of Central Asian countries, 1998, Almaty.
* ⁠Winner of the Speech Contest in Japanese among students of the CIS countries (for the first time in the history of Kazakhstan), 1998, Moscow.
* ⁠Two-time winner of the Speech Contest in Japanese among foreign diplomats in Japan (for the first time in the history of Kazakhstan), in 2009 and 2012, Tokyo.
* ⁠Awarded with special diplomas and cups from the Minister of Foreign Affairs of Japan. Awarded a Certificate of Honor from the Minister of Foreign Affairs of the Republic of Kazakhstan.
* ⁠Japanese language specialist of the first (highest) level.
* ⁠Permanent jury member of the Speech Contest in Japanese among among foreign diplomats in Japan.
