Enhancing State Support for Student Youth in Kazakhstan

On January 28, at 5:00 PM, in room 306, the curatorial hour on the topic: "Enhancing State Support for Student Youth in Kazakhstan," organized by the Faculty of Philology and the Department of Foreign Philology and Translation, was held for the first-year Master's degree students of the 7M02312 – Foreign Philology (Western Languages) major. The event began with an introduction to the "Keleshek" Unified Voluntary Savings System, developed to implement the President's directive. This government support measure allows children in Kazakhstan, aged 5 to 18, to accumulate funds for education both in the country and abroad. To participate in the system, parents must open accounts in banks or insurance companies that are part of the state educational savings system. An initial education capital of 60 MCI (235,920 tenge in 2025) will be credited to accounts for children aged 5, and 120 MCI (471,840 tenge) for orphans. Additionally, an annual state bonus of 5-7% and investment income will be credited. The key requirement of the system is that parents must make an annual mandatory contribution of at least 12 MCI. The deposits are insured by the Kazakhstan Deposit Guarantee Fund, while insurance payments are guaranteed by the Insurance Payments Guarantee Fund. If the child receives a state educational grant, the accumulated funds can be used for postgraduate education. Additionally, the funds can be used to improve housing conditions or transferred to third parties if necessary.

Plan for Increasing Scholarships for University Students:
• University and college students will see their scholarships double, while master’s and doctoral students will experience a 1.75-fold increase.
• Beginning September 1, 2025, scholarship amounts will be as follows: undergraduate students – up to 52,372 KZT, Students in pedagogical and medical fields – up to 84,000 KZT, master’s students – up to 117,098 KZT, doctoral students – up to 262,500 KZT.
• Internship and residency students will also receive increased financial aid: interns – 94,862 KZT, residents – 134,664 KZT. Furthermore, students who achieve excellent results during their exam sessions will continue to have the opportunity to receive higher scholarship amounts.
In addition to these general increases, the government has introduced special allowances for students from vulnerable groups to ensure more inclusive financial support: students with visual and hearing impairments will receive: 94,651 KZT (undergraduate), 204,921 KZT (master’s), 459,375 KZT (doctoral). Students with disabilities caused by injuries, concussions, or illnesses will be eligible for: 78,558 KZT (undergraduate), 175,647 KZT (master’s), 142,293 KZT (internship students). Orphaned students or those deprived of parental care will receive a 30% increase in scholarships, bringing their total to: 68,083 KZT (undergraduate), 152,227 KZT (master’s), 123,320 KZT (interns).
Beyond financial aid, the curatorial hour also addressed student accommodation improvements. By the end of 2024, 11,096 new dormitory places had been made available across the country. Looking ahead, the government plans to provide 10,000 new dormitory places annually until 2029, significantly improving student living conditions and accessibility to housing.
The event concluded with practical advice on how students can maximize their educational opportunities and benefit from state support. The participants were encouraged to take full advantage of scholarship programs, housing initiatives, and academic resources to enhance their studies and personal development.
