MAZAKOV TALGAT

Born on March 29, 1961 in the village of Samarka, Samara district, East Kazakhstan region. After graduating from the Slavic eight-year school, he moved to Almaty, where he continued his studies at school №114 (1975-1977). Talgat is also a graduate of the youth mathematics school at the Kazakh State University (KazSU) named after S.M.Kirov (1977), after which he entered and in 1982 graduated with honors from the Faculty of Mechanics and Applied Mathematics of Kazakh State University with a degree in applied mathematics.

In 1982-1985, he studied full-time graduate school at the Institute of Mathematics and Mechanics (IMM) of the Academy of Sciences of the Kazakh SSR. Since 1985, Candidate of Physical and Mathematical Sciences, specialty “01.01.02 – differential equations and mathematical physics”. In 1985-1988, he worked as a research fellow at the IMM. In 1988-1997 worked as an assistant, senior lecturer, associate professor, head of department at the Faculty of Mechanics and Mathematics of Kazakh State University. Since 1993 – Associate Professor in the specialty “Informatics and Management”.

In 1997, he was called up for military service in the National Security Committee. In 2014, he retired from the post of first deputy head of the Academy of the National Security Committee of the Republic of Kazakhstan. Military rank – colonel. Since 2014 – military pensioner of the National Security Committee of the Republic of Kazakhstan, professor at KazNU named after al-Farabi.

Since 2004, Doctor of Physical and Mathematical Sciences, specialty “05.13.18 – mathematical modeling, numerical methods and software packages.” In 2005, he was elected as a full member of the International Academy of Informatization. Since 2006 – Professor specializing in “Mathematics, Computer Science and Management”. In 2006, he was elected a corresponding member of the National Engineering Academy of the Republic of Kazakhstan.

Prepared one doctor of technical sciences, five candidates of science, four PhD doctors. Since 2018, he has published more than 150 publications: 19 of them in journals included in the Scopus list, and 5 in journals included in the Web of Science list. 39 certificates of state registration of rights to copyrighted objects were received. H-index = 6.

Managed the implementation of grant projects: 1) Development of interval mathematics for the study of organizational management systems (2011-2013), 2) AP05131027 – Development of biometric methods and information security tools (2018-2020), 3) AP05132044 – Development of hardware-medical complex for assessing human psychophysiological parameters (2018-2020).

Scientific interests: mathematical control theory, computational mathematics, computer modeling, development of hardware and software systems and automated information analytical systems.

In 1995, he was awarded the State Scientific Scholarship for outstanding scientific researchers and young scientists. Awarded with Certificates of Honor 1) from the Republican Council of ASII (1984); 2) Alma-Ata City Committee of the LCYU of Kazakhstan (1985); 3) Central Committee of the LCYU of Kazakhstan (1985); 4) Chairman of the NSC of the RK (2009).

Awarded several medals, incl. “20 years of independence of the Republic of Kazakhstan”, “Honorary worker of education and science of the Republic of Kazakhstan”, “Kazakhstan Republicsynyn ulttyk Engineer Academy of the synonymous lady of koskan erekshe ulesi ushin”, “Ulttyk qauіpsіzdіktі kamtamysyz here lesi ushin”, Honorary memorial sign “Golden Order of MAIS”.

He has established himself as a highly qualified, responsible specialist, actively participates in public and scientific life not only in Kazakhstan, but also in the near and far abroad: while serving in the National Security Committee of the Republic of Kazakhstan, he was the editor-in-chief of the journal “Scientific and Technical Bulletin of the National Security Committee of the Republic of Kazakhstan”, in 2005-2010 was a member of the expert council on mathematics, computer science and computer technology of the Committee for Supervision and Certification in Education and Science. Currently, he is a reviewer for the American journal “Mathematics and Statistics” and a member of the doctoral dissertation council in Bishkek (Kyrgyzstan).
